Job Description

This position is a managerial role in the Human Resource group that provides oversight and coordination of the efforts of several Human Resource specialists and performs certain tasks and duties related to the statutory compliance, personnel policies and procedures, employee performance, and employee relations matters.

Essential functions

Provide oversight, coordination of effort, and / or guidance to individuals performing the following Human Resource functions:

  1. Recruiting Processes
  2. On-Boarding Processes
  3. Labor - Management Relations
  4. Training and Professional Development
  5. Benefits Administration
  6. Employee Relations Ombudsman

Create, implement, communicate, modify as appropriate and monitor application of:

  1. Hiring policies and procedures conforming to applicable laws and statutes
  2. Employee management policies and procedures consistent with CBA’s
  3. Employee Handbooks
  4. Performance management measurement, metrics and evaluation processes
  5. Employee relations training for managers and supervisors
  6. Collective Bargaining Agreement documents and modifications.

Perform the following duties and tasks:

  1. Manage employee and union grievances and other employment related ADR and litigation matters, including NLRB and EEOC cases.
  2. Assisting contract and corporate managers with counseling activities including termination of employment where necessary under policies.
  3. Administer FMLA, Workers Compensation, and unemployment cases.
  4. Ensure compliance with all federal and state regulatory compliance and reporting requirements, including, but not limited to ACA, ADA, FLSA, FMLA, LMRDA, SCA, OSHA and USERRA.
  5. Participate in employee benefit plan design, enrollment, communication and management matters.
  6. Serves as the primary contact with the company’s employment law attorney and outside government agencies on Labor Issues.
  7. Provide conflict resolution services to management team.

Maintain working knowledge and hands-on skills with:

  1. WinTeam Enterprise Resource Program which includes Personnel, Scheduling, Payroll and other critical functionalities for the operation of DPC.
  2. Applicant Tracking System software.

Provide advisory services to the Chief Executive Officer, Vice President-Operations, Chief Financial Officers and other senior management personnel on personnel related matters.

Act as a program partner to consult with and advise the Contract Administration Manager who will have lead responsibilities for negotiating and interpreting Collective Bargaining Agreements.

Supervisory responsibilities

Responsible for oversight of Recruiter(s), Employee Relations Ombudsman, and HR Administrator(s) handling Onboarding, records management, and benefit administration tasks.

Responsible for partnering and advising the Contract Management Manager on Union and CBA matters as well as Contract Managers on employee performance matters.

Work Environment

This position will work under the direct supervision of the Chief Executive Officer.

The function of this position requires responsive and friendly customer service skills accompanied with professionalism and patience.  Many of the "customer" are not conversant in the subject matters and will require a practical orientation and base level training that may require extra time.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Use of Microsoft Outlook, Excel, Word and PowerPoint at user proficient level is a requisite for this position.  Must also be able to learn and operate essential functions in the WinTeam ERP and Applicant Tracking System.

Must be proficient in the English language.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  1. Frequently is required to sit at a desk, answer phone calls and operate a computer for up to 8 or more hours per day with reasonable breaks.
  2. May also be required to stand for extended periods and function off-site.
  3. Able to move items weighing up to 50 pounds.
  4. Must be able to articulate events, clearly and concisely in written form.

Position Type/Expected Hours of Work

  1. This is a Full-Time position.  The Human Resources is expected to be available from at least 8 am EST to 5 pm EST and able to respond to emails and texts after hours on critical matters.
  2. This position may be required to work extended hours and varying schedules


Will require both local visits to contract sites in the National Capitol Region, overnight stays to existing contracts outside of the National Capitol Region (OH, SC, NY and other states), and extended overnight stays for new contract startups.  Will be required to use Metro or own vehicle locally.

Required Education And Experience

  1. College degree in Human Resources, Business Administration or comparable subject matter.  An associate degree in the above areas with substantial workplace experience will be considered as an alternative qualification.
  2. SHRM-CP/SCP or PHR/SPHR desirable.
  3. Three to five years of demonstrated experience in the Essential Functions section.
  4. Must be able to read, write, understand, and speak the English language in a professional clear and concise manner.

Work Authorization/Security Clearance 
None required, but a TS clearance would be advantageous.
